GPU memory manipulation

Old versions of NV BIOS editors used to allow it. But I have no idea what the current state of such editing is.
 
I don't see why not as long as there is a tool for it. It's just that memory controllers for GPUs are not as sophisticated as memory controllers for CPUs, for bandwidth is more valued than latency and video processing is much more tolerant to errors. Also, while it's not the exact answer you're looking for, raising the frequency has usually the same effect to tightening latency. (Of course, there is always the "strap" factor as well as throttling which can occur behind the scene)
