GPU intel 3000 overclock?

Windows will show the minimum amount of vram that is required. Intel has reduced the amount of "dedicated" graphics memory to 32MB - simply enough to use for some basic internal driver records (graphics page tables, etc) so as to preserve as much RAM as possible to be used where needed. if you are running a game, the graphics will use more. Calling some of the RAM as "dedicated" simply wastes that memory for non-graphics use cases and leads to more disk swapping. For nearly all games, the dynamically allocated memory works fine.

Your problem is likely not vram, it's just a weak video processor in general.
