GPU fans spin at full speed when my pc is turned OFF

I just bought a pc with an Asrock Extreme3 Gen3 and an Asus 6970 DirectCU II.

On boot, all fans spin at full speed for a second or so, but become nice and quiet after that. But when I turn OFF my pc, my GPU fans start spinning at full speed.

The only way to make them stop is to turn off the pc on the PSU or to turn on the pc again.

I updated the motherboard bios to the latest version and have latest version of all drivers, etc.

Did I put something together the wrong way or is my motherboard or graphics card defective?

Sheesh never heard of that particular problem before, did you build the whole pc yourself or just add the GPU? I would say if it is under warranty send that puppy back and get a new one.
 
Does the PSU have any spare 5 pin power connectors? You could try swapping them round and also removing/reseating the ones that are installed already but i'm kinda thinking it is a dodgy GPU.
 
Where is it getting power if the system is off? The only voltage active should be the standby 3.3v and that's not going to spin the fan fast enough to hear it and shouldn't even be going to the GPU fan.
 
Grounding issue maybe? Since it a new build try taking the whole thing down to the components and make sure there isn't a stray standoff or misplaced connector.

Does your motherboard allow for active USB power for device power/charging even if the system is powered down?

How are the GPU temps when the system is powered on?
 
The fan has to get power from somewhere, sounds like the computer did not shut off when you shutdown. Go in the bios and hit the power button to shutoff the computer, does the video fan still spin?
 
Agree with Paul878 - sounds like the system is going into a standby/sleep mode. This behavior is old hat with big TVs - the "standby" mode allows for "instant on." Check all your BIOS settings and OS Power settings as well.
 
I rebuilt everything from scratch, and the problem was still there.

But after you guys mentioned the PSU might be the problem, I connected it to an old pc and then the old pcs fans didn't turn off either. So I'm going to RMA it today and hope I get a working one.
 
It sounds like your computer is just dreaming. An especially overactive GPU will dream in full color at 60fps, especially if you do alot of late night gaming immediately before shutting down for the night...
 
Negative, but you can test every connection and compare to your specs on the PSU which would let you know if it's the PSU keeping the power to the Video Card or the Video Card shorting it self out.
