GPU fan won't ramp up without Precision X running

I have my old EVGA 560Ti 448 in my new desktop build (DESK3 in sig below.) When it was in my big desktop (DESK in sig...) the GPU fan would ramp up with temps whether or not I had Precision X running or not; now that it is in the new build, the fan won't ramp without PX running. I have the lastest Nvidia drivers (337.88) just like I do in the other rig (now running a 760) but... no fan.

I'm probably missing something simple....

Yes, using RealTemp it will shoot straight up to about 80C. With PX running, the fan spools up and eventually eases up into the 70's or so.
