It is a pilot project to see if they can keep the people in contact better than simply letting them roam free without a way to contact the courts or their legal advisers. The phones are loaned to them, not given. This is really no different than an ankle monitor except you can play games on it.
If you read the above, maybe you'll have tiny bit of empathy for this lady. She was chosen because she was beaten by her spouse. She has two small kids and was trying to get to family here in the states for what seems to be protection. She has a history of being employed.
I believe we need decent immigration laws, but I also empathize with the lady. I would have done the same thing in her position, so it is hard to fault her. These are situations where life can't be perfectly segmented and compartmentalized in your head. There are strict rules and then there are real world situations where people are suffering. We can't help everyone, I know, but it doesn't make it any less easy to turn a blind eye.
