The alternative to following normal immigration procedures of detentions & hearings is what, exactly?

The law is what it is until Congress votes to change it. That obviously won't happen so long as Repubs can exploit the situation to call up the raving idiots.

The new smartphones are free, yet immigrant advocates worry they may be used to secretly monitor the users.

Hopefully the phones will be used to call other illegal immigrants so the NSA can triangulate their location and deport several thousand more beyond this 50 or whatever.

If you read the above, maybe you'll have tiny bit of empathy for this lady. She was chosen because she was beaten by her spouse. She has two small kids and was trying to get to family here in the states for what seems to be protection. She has a history of being employed.

I believe we need decent immigration laws, but I also empathize with the lady. I would have done the same thing in her position, so it is hard to fault her. These are situations where life can't be perfectly segmented and compartmentalized in your head. There are strict rules and then there are real world situations where people are suffering. We can't help everyone, I know, but it doesn't make it any less easy to turn a blind eye.

We ought to raise legal immigration quotas and deport 100% of people who are illegal with no exceptions whatsoever. I wouldn't even allow them refugee status if they enter illegally.

About 400,000 people are deported each year. They have to go through a legal process. Some simply do not show up and warrants are issued. They sometimes fade away into society. This program is trying to reduce those chances with experiments like the one in the OP. I'm not saying we shouldn't deport her, I'm saying it is a hard issue and I have a hard time taking a stance one way or the other.
 
They come here and tax your ass $15k right off the bat to pop out their kids here so they can secure their place at the lifelong welfare feeding trough to the tune of $200,000... and you are worried about cell phones?
 
Does the article say what kind of smartphones were given out?

I wouldn't be so quick to accuse the government for wasteful adventure considering how cheap and ubiquitous some smartphones are.
