Government functions best when...

I've always felt that government functions best when opposing parties are in control of the different branches, as it forced each to compromise if they hope to get anything done.
 
I've always thought that government functions best when opposing parties are in control of the different branches, nothing gets worked out, and the government does nothing.

That was the premise of Heinein's book Glory Road. Good (albeit silly) read. But I agree with you and Heinlein.
 
I think it works best when there are different parties, because then they continually have something to prove. When Clinton was in office and the Republicans were taking over the legislature, they went "we are the fiscally responsible" and they took measures to prove it. What happened when it was taken away from them? Well.... I can give 6300 things that happened in the recent transportation bill.

Then again, a strong executive also makes a huge difference.

I go with the P.J. O'Rourke philosophy on this, every Congressman or Senator filling a seat on Capital Hill might otherwise be doing something out in the real world which would really cause some damage. Imagine how much less efficient American companies would be with those 100 senators instead utilizing their "talents" as CEO for some company... imagine if you would Ted Kennedy running Microsoft instead of Bill Gates and you get the idea. Our economy would look like that of Haiti. Hell, we should increase the number of seats in Congress immediately and reserve them for morons like the management of most airlines, American car companies, and those who create products like the Chia-Pet.

"government" + "function" ??

Are you mad? Those two words shouldn't be used back to back. I also read someone use the word "efficiently" too. Again, not an appropriate word to use when describing the Government.
