No, it was not-- I suppose a completely meaningless phrase can neither be correct or incorrect-- just incoherent. You might as well have said "Twas brillig, and the slithy toves did gyre and gimble in the wabe." It too is meaningless, but at least it is an actual sentence and tries to convey an original thought.
