Local agencies, including cities and park districts, could place proposals on the ballot that, with a two-thirds vote from local residents, would impose a motor vehicle registration surcharge of up to $5 in those districts, with the proceeds going to developing and maintaining bikeway networks.

How about instead of raising registration on car owners, we force bicyclist who want to ride on the roadways a bike registration fee and require license if they don't already have one to operate a motor vehicle to ensure the cyclist know what the traffic laws are?

As mostly a pedestrian I submit that drivers don't know what the traffic laws are either or simply choose to ignore them.

Anyway this legislation really only allows super majority of local voters impose a local fee and lets municipalities build cycle tracks and other bike infrastructure that may not necessarily meet CALTRANS standards (most DOTs have absurdly narrow/restrictive policies for this) but are in use elsewhere.

Yeah.. i'm fine with this, as it still defers to local residents. It just provides a framework through which they can make change, if they so choose.

The cost of administering a bicycle registration program almost always exceeds the revenue it generates. Many cities--San Diego, for example--have enacted and then eliminated registration because it's a money and time sink.

The government is already bloated and overly intrusive. We don't need yet another taxation scheme, particularly when it won't raise any money.
