Got Ripped off on eBay, what's my best plan for action?

I placed a bid and won an auciton on ebay. they bid was for 4 piece car lights. the guy sent me only 2 of the four.

I emailed him about it, he ignored it.
his email address was an @aol.com, so i put his name on my buddy list, and then im'd him, he said sorry and he would send them out right away. i get nothing for the next 2 weeks.

Then i check the package and it's got a phone number on it, so i call it, he picks up and i'm like where are my lights, and he's liek sorry i'll he sent them out, and i should have it within a couple of days. i told him to email me the tracking number.

No email no lights.

So what should i do... Any thoughts.

does that look familar to anyone, the area code, the exchange?

How much did you pay? How long has it been? I know that after 30 days and before 90 days, eBay can pay you like $175 (not sure if that's exact) if you've been ripped off.

whats his ebay name and how did u pay? i think the ebay insurance has a $50 or $200 deductible, dont remember which
