A yellow speed sign(typically on ramps) is a recommended speed, and not a hard limit. I got the strange idea because I paid attention in driving class decades ago. Perhaps they aren't as rigorous for the tl;dr iPhone generation.

And if you break this "recommended" limit, it is within a law enforcement Officer's discretion to write a citation.

Arguing semantics usually won't get you out of paying the fine.

That's exactly what I said, and you could get out of it in court if the cop was unreasonable.
