It has been my experiance and is my opinion that those "so called" ram boosters are a waste of resources.
As for putting the target level at MAx - just try it and see what happens, you can always change it back
You'd probably just force the hard drive to cache all that stuff instead of it being in the ram making your computer act like it has less ram. Rambooster can be a usefull diagnostic tool.
