Got my antec 430w true power supply in and installed...

When I was connecting all the stuff inside the case I saw two connecters that said 'fan only' so I play plug my two case fans to it and my fan that sits under my video card. So now the fans including my power supply is running at a very low speed, is this normal? I saw the one connecter that I could have plugged into my mb to control the funs but didn't know where to plug it into so didn't worry about it. Will all the fans including the psu start running faster when I start playing games and stuff?

I guess I was used to the cheap psu that I bought it had the sensors changing all the time.

Did you plug your case fans into the "fans only" socket ? If so, yes they run slow. With a proper case for airflow, you don;t need them running any faster. And you can;t trust on-board sensors for real voltage. Get a VOM and check them that way. If they are good (as mine are that way) then write down what mbm5 says.

So for expample, (I have a true power 430) my 12v rail reads 12.01 on a VOM, and if I remember right (haven;t looked lately) my motherboard said it was 11.7 or something. (ASUS probe on a K8V). So that means when it says 11.7, it really means I am fine at 12v. Clear as mud ?

If you are using the Fan only plug from the PSU then the PSU is going to control how fast the fans will spin. If the PSU thinks the case is getting too hot then the fans will speed up, if not then they dont. I plug my high speed fans into those plugs, that way I can cool my case faster is it gets hot.
