Got a weird problem cannot format drive to full capacity

drive shows as two partitions in W7 one format-able the other not. In GPartED it shows as one big partition that is unformatted but when I try to add a partition and for mat it as ntfs it gives an error and refuses to format. The drive is a brand new WD black 4TB.
Please help.
 
GPT or MBR partition mapping?

The formatable partition isn't around 2TB is it?

What SATA controller are you using? (Did you check to make sure it supports drives over 2TB?)
