Got a vita free for buying a laptop from Sony.
Is there a must buy game for it? What else do I need to use it?

I don't know why sony struggles so much with getting devs on board with their new stuff. They come out with capable hardware and then waste it by doing nothing important with 1st party stuff or pushing 3rd party devs. Same thing happened with the Move.
the Vita is a total failure
It's not a total failure but it is the PSP all over again. Sony is making the exact same mistakes. And you can't blame piracy this time. For some reason, developers treat portables as a second class system so a lot of third party games are low quality. Nintendo systems survive due to strong first and second party titles. Sony doesn't have that. There's no way Resistance: Burning Sky should have a 59 on Metacritic. It's a first party title from a core franchise, designed to demo the system, and it's a bad game. Which leads me to the second problem of Sony trying to rehash console games for portables. You can't do that. Portable games have to be playable in bit sized chunks. People want their Angry Birds on the go. They'll play console games at home on the big TV. Sony needs to get their act together on the game side, get themselves a high quality killer app, and you'll see the Vita take off. It also needs apps to compete with smartphones.

The Vita has so much potential but the market no longer supports sophisticated portable games it seems. The market has moved to free or $2 games like Angry Birds. I would love to have something like Mass Effect or a new Final Fantasy, but who is going to sink millions into development for a shrinking audience of enthusiasts.
Any game system is only as good as it's games. That said I would definitely wait for AC: Liberation and at least give that a try. Are you into Uncharted at all?
