I have a eg465 p-ve-fc enermax power supply and i was wondering if there was a way for me to get this thing to keep the power supply fan running all the time. Basically the fc models don't turn on the fan till it gets hot but i want it on as the extra dbs dont bother me and i want more circulation and airflow.
Anyone have any ideas?

Find the 12V+ and the GND wires. Splice the fan wires into those, red to 12V+ and black to GND. Case solved. Or you could splice the fan (and replace the fan if you want) to a 4-pin molex connector and plug it in. www.7volts.com has a schematic of the ATX connector wires.

If the fans have thermistors on them, you'll either have to cut them out and short the contacts, or just replace the fan to get full airflow.

The rear fan should run all the time except in some sleep modes, provided that the 3 pin header is plugged in somewhere. At low temps, the rpm will be very low. As flowerman said, the easiest way to have it run max rpm all the time is to short the 2 external thermistor leads together, tape over the splice.

The lower 92 mm fan is also thermally controlled, I think, from a thermistor circuit inside the psu. I don't have a FC model to be sure of this. Non-FC models use this internal circuitry to control both fans.

well, to make sure you're getting "good" airflow through the PS, you could replace all the fans in it with higher quality ones (globe aint the best brand on the market) and splice them to the 12V+ and GND ;)
