currently have 0 points but I went to traffic school 16 months ago and they say if you've been in traffic school less than 18 months ago you can't go again. So do I need to call the insurance company ASAP and will it drive up my rates (went 13mph over the limit)?

No and not likely.
The only way they'll catch it is if you change insurance companies or if your name comes up in a random check.
I don't think that any companies check driving records as a point of order anymore, someone may be able to expand on that.
