Got a PCI IDE controller installed, but what about the new HD?

Okay, so the PCI controller had a bit of a bad start, but after some troubleshooting (and RTFM), I got it to work.

Now my question is, I have the new hard drive in, and the computer cant see it because it hasnt been partitioned and formatted yet. Are there any free programs out there that will find it and partition it for me? Does Windows XP have a program that can do that? Will I need to pay for something like partition magic? (I REALLY dont want to have to pay for anything else)
 
Have you tried to boot to Windows XP CD . It should have the drivers for your card and then you can fdisk and format .
