Got a computer problem

My friend just formatted his computer and installed his video card drivers. It rebooted and all that is displayed is a black box for the mouse and 2 bands or something of color....

What happened, and how can I fix it?

can you describe exactly what happens?

Does it boot into windows?
do you see the welcome to windows screen?
do you hear the windows tune ?
can you boot into SAFE mode, press and tap F8 at startup.
if you can do this, uninstall the vga drivers in device manager.
 
And if safe mode doesn't work, try 'VGA Mode' and if that doesn't work try 'last known good configuration'. If 'last known good' works, make sure you roll back your driver install before rebooting....
