Got a call from a weird phone number I can't trace

so I looked online to try to crack it and just figure out what country the call is from -- and even called the number (no answer) and my cell phone company (they still couldn't pinpoint it)
The number is:
011172-7835-1070

and I know int'l calls begin with 011 + country code + city code + phone number.

but I can't figure out the darn country code!

and the number rings but no answer!!!

could this be someone calling from a calling card overseas?
