Sounds like a scam.
When I got hired for my current job, I didn't pay a dime for urinalysis, security clearance, and all other process of getting employment.
My recent security clearance costed my company approximately 60k, the process took 6 months to complete the background investigation.
So, what I'm trying to say is that $38 wouldn't even cover the documents/programs for the security clearance request.
It will cover credit check and that is about it. Again, credit check is something employer should pay also.
Think about it. Why should a perspective employee, who will get nothing if rejected by the company, has to pay for the process of employment.
