Of the two, Play because they don't use ham fisted censorship tactics as often. The best repo though is fdroid, because all apps are libre, and have source code available.

Yeah, it is Not about an Operating system.

Depending on what the OP thinks about it might be suitable for · Consumer Electronics.

I suggest to the OP to think about what his specific needs are and then choose the Right Forum.
