If you could somehow get the original data from that Washington Post map (in CSV, JSON, etc.) you could likely use something like MapBox to create a quick map with custom layers. Unfortunately, the WP interactive is likely using a custom JS library to render that map, possibly D3.

How many addresses you talking about? That wealth map is just done by county. It wouldn't be hard to manually do it for a couple dozen or so. If you want to do some playing with maps, checkout openstreetmap.org. You can download the maps, edit them, and use them as you wish. If you upload data to them, it has to be free of legal encumbrances. IOW, you can't plagiarize other maps to generate data, though I suppose maps in the public domain would be ok.

Just grab the original shapefile from Census and pop it into a web mapping app as a layer 1. Geocode your addresses as a point layer in shapefile format and that's your second layer. As far as the dynamic popups/mouseovers, that will depend on what technology you choose.

In the least you have enough info to create a choropleth map like WP's with the Census data, and then add your geocoded address layer on top of it. You'll have to find an app that will geocode an excel sheet though, I've always done it using expensive enterprise geospatial software.

Google Earth Pro apparently has a batch entry import/drawing function using addresses. You can try it using a 7-day trial.

MapBox has a cool extension for Google Apps that might work if he can get the data into a Google Doc spreadsheet. You'll wind up with a GeoJSON file.
