I am pretty sure if you follow the history of the CEO and how he took over Kmart and Sears, I think the death of the brands is a function, not a bug. He is currently mortgaging all valuable assets... To himself. So when they do go belly up, he'll get all of the valuable assets and all other creditors get nothing. The longer he can keep them afloat the more interest he pays himself.
The sick part is many view gaming the system in this manner as good business. Middle management needs to leave yesterday. I always wonder when one manager who's given their best to a company like Sears decides to hold the CEO personally responsible for the mismanagement affecting their families and acts on it. Of course, the mindset that allows managers to put up with years of bad decisions tends to preclude such a scenario but, it only takes one.
