Pinnacle makes the best card.
But, they have NO tech support.
It won't work at all under WindowsXP.
It barely works under the other Windows OS.
The drivers suck.
They have stated they have no plans to write a driver to make it work on windows XP.

Read their message boards.
You won't find a more pissed off group of customers.

heheheh I asked that same question just before the holidays, and I got a resounding response for ATI cards. So I picked myself up a pretty basic ATI TV Wonder VE (~$40). It gets the job done, and that's what I care about. And it looks good.

...now if only I could find a certain program for NTSC. ;)

I have the Hauppauge PVR pci right now. I am very happy with it. The TV looks really nice and you can make some great MPEG2 recordings with it. GOod card but its pretty expensive. Worth it though.

My AIW Radeon does the job I spose. Not toooo great of quality but not too shabby either. Quality is going to be dependant on the quality of the signal coming in though...so your mileage may vary.

All TV tuners that I have seen have been able to use Cable TV. The only one you wouldnt want to use it with is the HDTV ones where you need the broadcast to get the HDTV.
