Point is, whenever you circumvent any copy protections, you're breaking the law. So yes, if you have the equipment to make an exact duplicate without removing the copy protection, then yes, it would be legal. But all the ROMS out there have the copy protection removed, hence it is ILLEGAL to have these ROMs.

Cartridge games had copy protection? 😕 I thought the only security they had was that they only ran on proprietary hardware. 😛 Maybe that's the same thing and I'm just ignorant though. 🙁

I'm not aware of any copy protection built into ROMs. There certainly wasn't any on the original NES ROMs. Nor was there any on the original Sega CD. You can stick those CD's into your burner, make a copy, and have that copy work on the system without any mods.
