Good program to control fan speed?

What's a good program to control fan speed? I currently have it on 100% whenever I play games and then once I'm out or just idling I have to bring up MSI Control Center and set it to auto, so it will lower when idle.
 
For some reason, SpeedFan won't control my cpu fan. It'll lower it, but then when I stress the CPU and temps go up the fan's don't really spin faster.

Can you provide your system specs would be good to know which motherboard you are using!

SpeedFan is the best, you just have to set it up properly. Make sure you configure your PWM modes to software controlled, it's the most common error I see when people first set up SpeedFan:
