Good processor/mobo for hot climates?

I am trying to build my friend a computer. He lives in India (so it gets pretty freaking hot in the room), hence the ambient temperature is pretty high.

I highly doubt that I will be able to overclock much..
So anyway what are your recommendations for a processor (and mobo)?
PIII ? Duron? Thunderbird?
Keep in mind that India is a hot place.
