Good portable paint program for work.

I need something that a little better than the Windows 7 version of MS paint.
I have once got paint.net to work as a portable app but that was years ago and I don't recall it being easy. The thing is that it just depends on too much other crap to make it work so I need something that can work out of the box.

The main things that need in said program.

*Brightness/Contrast Adjustments
*Free rotation (not just 90/180/270) degree rotations.
*Layers.(Not absolutely necessary, but would be nice)

I just use Photofiltre. I believe you can use it portable.

VMware's Thinapp can make applications portable. So if you know how, there you go.
