I live in LA, CA, I am thinking about getting a 600cc or so sportbike for a first bike, where is a good place to get a used one?

I have ~1 mil in life insurance as a hedge. Clearly I have more money than brains. 😛

Pick up a cycletrader or hit your local classifieds.

Find something along the lines of a F4i, if you can find one thats been down you'll save some $$ and you won't feel as guilty when you drop it the first time.

Sweet, a honda one so I can still be a honda whore.

Is dropping a bike pretty much only cosmetic damage or will there be mechanical/structural issues?

It really depends on how bad the drop was and if the frame gets tweaked or the forks and/or stabilizers get bent.

I've seen and known guys who would do stupid things and lay the bike down doing like 15mph... no REAL damage to the bike except cosmetic stuff, but if sometimes it goes down on the bars and then you're screwed.

FWIW, I rode my friends F4 after he had dropped it. It tracked straight and felt fine, but I didn't take it over 40mph, so it was hard to get a good feel on it.
