I was wondering what is a good Microsoft Windows related forum, specifically dedicated to the operating system?

p.s.: did you know, if you want to shutdown explorer.exe cleany, got Start -> Shut Down. Then hold down Ctrl + Alt + Shift, and click Cancel at the same time. Then you can restart explorer.exe from the task manager (the Ctrl + Alt + Delete button should bring up the Task Manager) :D :D

Are you looking for a forum completely dedicated to Windows, or simply a computer related forum with a healthy Windows sub section?

Either one will do, but I guess one that is completely dedicated is preferred.

Thanks. I checked out all those sites, and only Geekstogo and MSFN interest me (motly because of their interface). Are you a member on any of these forums?

Do I need a special reader to acces a Usenet? Never used a Usenet before.

Why would you want to cleanly shutdown explorer?

Because it sometimes acts funny (if you have a virus) and may need to shut it down. Or maybe you have something wrong with your computer, and explorer keeps locking up or something or the other. There are many reasons, but I gave you the way to cleanly shut it down. :D Use it if you want to, otherwise ignore it :)

I am a member of all of those forums and dozens more I have bookmarked. Although I may not have any posts recorded in them as of yet, I will eventually.

The only forums I have posted in thus far, are AMD's official forum and here (Anandtech).
