Good low power Graphics card?

Been looking around for a vid card with a low power draw for a HTPC type build. I'd need 1 DVI and one analog port. DVI port would connect to my HDTV running at 1366 X 768. Ideally, it would be passively cooled but will take all recommendations. Can anyone advise me on a good selection?
