Good, Inexpensive SATA RAID Card?

Try some of the rosewill ones.

Be careful and select one that does the raid mode you want and has drivers for the OS you want.
Some of them have multi-link SATA ports where they have 1 or 2 physical ports, but you can plug
5 multi-link compatible drives or less into one physical port, but to connect 1-5 normal drives you'll need
a multi link SATA expander cable / device. Those aren't all that expensive at some other e-tailers, though they're not as easy to find or cheap as I'd prefer. They're a nice option if you're going to buy an external multiple drive enclosure anyway, though, which are available with integrated / integrable multi-link to single-link interfaces.

Of course some of their other cards have multiple single link ports, though.

The LSI SAS3442 is sometimes available around $130, and is commended for a relatively cheap multi-port SAS controller. SAS is backward compatible with SATA, so you can plug SATA drives into it.

Manufacturing companies like SIIG and ADDONICS typically have several inexpensive PCIE RAID
cards in several models, and they're commonly sold by various commodity priced etailers.
PROMISE has various ones too.

I'd go with the Rosewill or SIIG/ADDONICS for low cost typically, and maybe the LSI for higher end applicaitons.

I have not used a PCI Express based card yet as no drive out there really needs it. I have been using PCI based cards with a SiliconImage chip which have worked fine for me. Not knowing which level of RAID you want to do, it's hard to make any specific recommendation. The last card I bought was a Rosewill brand with one internal SATA and one eSATA port on it. Worked fine... I've bought several of the Syba PATA, RAID- 0, 1, O+1 and none cards that support optical drives too and they have worked well for me. I have found SIIG cards to be overpriced but sometimes they are the only ones with the combo of features that one needs...

OP, you should provide more details on your intended configuration and usage. RAID is not a standard, and there are great differences among RAID levels, feature sets, and performance.

Here's one suggestion though:

RocketRAID 2300
