Good GPS software for iPad without provider.

I don't think that they have GPS on them at all, only wifi based aGPS for rough location services.
 
Yes..! you can hook your iPad to external GPS unit. For this you will need an iPad, BTstack GPS(available in Cydia Store) and an Android phone.

. Install BTstack GPS.
. Install Android Bluetooth forwarder.
. Pair your devices.
and enjoy with GPS connectivity.
 
If you have an LTE/cellular enabled iPad but do not pay for service, you can use a number of GPS apps in the store that bring their own maps. I have Navigon from a long time ago and it has region-specific downloads at least in the US model (separated by state).
 
GPS in cell radio equipped iPads works fine even without a cell plan. Obviously you need map software, but it's great, and I wish to hell Apple would put a GPS chip in WiFi only iPads.

Obviously, you can tether to a cell phone for data and use google maps, Apple maps.
