Oops... just noticed you want a ti4200 with 128MB. I went to pricewatch and searched for "ti4200 128mb". Lowest price of a brandname card from a reputable dealer is a Chaintech card from newegg, with TV-out and DVI, for $118 shipped:

If you don't mind going 7 bucks over budget, I would recommend the MSI VTD8x which has VIVO, for $127 shipped at newegg:
