Good free software audio amp?

Title and summary says it all. I just want some software that can push the volume beyond Windows's limitations for media with a lower native volume.

Well, I have a USB TV Tuner. Some channels are noticeably louder than others, and in some cases I have to use noise canceling headphones to hear anything I can actually understand.

Besides, I'm obviously not going to do anything crazy or ear drum popping. I don't know much in this area, but I'm pretty sure that technically speaking there's few if any issues.

Hmmm. Couldn't find an EQ in my TV software (OnAir proprietary), but I shifted the "Dynamic Range Control" to "Late Night" and for some reason that bumped the volume up a few notches. 😕
