Seriously though... the only thing I can think of right now is ASP.NET web matrix, although its for building .NET apps, you could use it for HTML.

ugh anything that uses the frontpage engine is HORRIBLE for HTML design. I would use a text editor like textpad (they might have a free version). Or just google for html freeware. There are hundreds of free HTML editors out there.

WYSIWYG? try NVU or Dreamweaver (trial version available on the website)
Text? I like crimson editor
Or better yet, vi ,) -- also available for windows
