Well, for videos, any low-end digital camcorder will beat a digital camera by a great deal. The video functionality on cameras is really designed for short snippets of video, and as such lack such features as video stabilization and zooming while shooting (on most cameras). Also, some cameras can't even shoot video at 30fps. My 5.1 MP Sony DSC V1, for example, only goes up to 25. It shoots decent video, but it's nothing compared to what even a low-end camcorder can do.
