Good device for light-pen use?

What would be a good device for light-pen use (filling out paperwork etc) that I should be choosing from? Is Surface the best one or are there cheaper alternatives that can still have fast boot times and such?

Of course light-pen isn't the only desired function, a larger screen would be nice, even if there is a phablet that can technically fulfill this function.

And if Surface is the best way to go, which generation?

The surface is probably one of your best bets in tablet form. I have an sp3 which has greatly fixed some ergonomic issues they had with the first two. Also, the screen is far better. However, I've found I really don't like the pen as much and just don't use it like I use to with a sp2. Which is a shame as I really liked that aspect of these devices.

In phablet form its basically the note4, which is apparently excellent.

What about the Nvidia Shield tablet? It seems to have a style/pen, I just need to make sure it has access to the right software to edit PDFs....ideas?
