Good 3G phone for use in Europe with Vodafone

My girlfriend is in Europe right now and was trying to find a good 3g phone for around 250 euro (375 USD). I don't know much about the phones used in Europe, how they are different, whats the same but I offered to try and help her find something decent. Anyone have any recommendations on what she should buy? As far as I can tell usim cards are not available from Vodafone in Europe only sim cards are.

NA 3G operate under 1700 and 2100mhz and regular signal is under 850 and 1900Mhz.
Most of the world's 3G under 850 and 1900mhz and regular signal under 900 and 1800mhz.

In other word, you can buy a UNLOCKED tri-band/ Quad-band 3G phone in the U.S. and still be able to use it in the Europe under regular signal, just NOT able to connected w/ 3G data.

One of Motorola's RAZR's is 3G, I believe V3xx or something. I remember Vodafone being a big fan of this phone on their 3G networks. Probably pretty cheap by now.

There's also a larger clunkier RAZR that has video calling , but I couldn't find it on the site. Could probably find either of those cheap from ebay, and of course a 15% off coupon to the moto store can always be found
