If I keep a permanent address here, but I go to school out of state for a year, do I have to move my insurance, get new plates, and a new drivers lisence?
Most likely your policy doesn't cover the dorm/apartment/whatever where you will be moving.
If you keep your permanent address in the state you are living in now, you don't need a new DL or plates. You are still technically a citizen of the state in which you have your permanent address.
Unfortunately, that also means you will be paying out-of-state tuition.
