I will be in all three locations. I found a site www.telestial.com that sells phones and junk. I can get a Seimens 68i (older) and a China and Taiwan SIM for around $200. Do you think I should buy it now of would i be able to get better cheaper phones when i arrive in taipei?
 
I think you should get one when you arrive.... what is your first destination?

Get a pre-loaded sim card in HK (works in china too), then get another pre-load one in Taiwan
