Indians are native English speakers for the most part. The problem is more a gramatical one- outsourced CSRs have regional accents, and don't really understand North American English.

There was a story on 60Mins about this a few weeks ago. They gave these Indian workers classes in American English, but oftentimes it's just inadequate.
