GnatBox Light Problem

I am trying to set up GnatBox Light on a 386 with a 56K modem on COM4.
When I run IE on another machine on the network, the 386 tries to dial out,
but I get these messages. (read bottom to top for chronological order):

It appears that Chat isn't hearing any response from the modem for the AT or
ATZ commands. If I remove these commands from the init string, the modem
dials the server and then times out waiting for connect. When I go to dos
and use a terminal to dial my ISP, there is a connect sign. It appears that
chat isn't seeing any of the modem's responses. The modem responses are on
by default and ATZ restores the modem to default config. What should I do?
