Don't think so. The closest I've seen is the notifier plugin for Mozilla/Firefox.

Edit: Huh, didn't know about PGtG.

As mentioned, Pop Goes The Gmail is one option. Also, Gmail recently introduced a forwarding feature, which one could use to forward to another already POP3 accessible account.

Actually, it does not.

One nice amenity of using the forwarding feature is to have an somewhat anonymous receive address. Also very nice for archiving messages, without having to save a local copy. Depends on what one's needs are, but certainly does not defeat the purpose.
