Gmail and downloading question

Is there any way to check if a message has previously been downloaded and only download it if it hasn't been? I download all my emails but I think there's a bunch I'm missing, and if I set Gmail to "use POP for ALL mail," then it will redownload EVERYTHING from the beginning.

Isn't downloading from POP servers exactly what I'm doing?

Well in any case, for someone who wants to use Outlook for their email but have a portable address that doesn't rely on their ISP, is Gmail with POP my best bet?
 
i could be wrong, but i think you're stuck with letting outlook download everything from Gmail the first time, then just updating from there on out..
