The General Motors recall involves about 28 million cars worldwide, with over 24 million in the United States. Less than 6 percent of the vehicles eligible for the ignition recall have been brought in for repair.

I wonder how many of those notices were received by a husband who thought, "That's my wife's car", as he crumpled up the notice and threw it away, or vice versa.

That's what I did. I got the notice a couple months back but it said no parts available. Just got the notice that parts are available about a week or two ago. Of course her car got totaled in a flood 2 months back so no worries for me (or her).
