The edible portion of the foodstuff is indeed normal and not treated with material that is self luminous. The glow in the dark nomenclature is derived from the product packaging.

So when you climb in bed, and it's dark, and you decide you want a fun size snickers bar, you can find it and open it.

Exactly! what if the sun didn't come up tomorrow! And you needed a snickers to light your way to the cabinet to get the flashlight! the snickers could save your life. Think of the possibilities.
 
I ate a bag of these recently when I was searching through what I had left from last years Target Halloween sale. I had about 18lbs of candy left over that I didn't even know about. The chocolate was a bit stale, & yeah, so were the peanuts, but that caramel & nuget were still pretty tasty. The trivia on the wrapper is pretty stale too.
