Globalwin CAF12 failure

I bought a CAF12 system/card cooler recently, and it was working great for about a month and a half..then it just stopped. It moves slightly when power is applied but does nothing but twitch back and forth a bit and heat up. I opened it up and the windings etc look ok..

PC Power and Cooling power supply so I doubt the wrong voltage was being supplied..

Any idea or any insight in terms of globalwin's rma policy? Their site does not mention anything.
