The original deal was called off. But yea IBM is losing Billions running the plants but they still need them due to contracts, laws/tax issues, and other "needs".

So pay 2 billion but save more while still able to get your chips made and access to foundries you currently have.

I have a friend at IBM and there is not many people left in many design parts. Most are just trying to hold on and learn some power8 in hopes it saves their job.

Take with pinch of salt. It's not confirmed until it's confirmed. There have been plenty of twists in this tale so far.
