Global winfop38 still ay 52 degrees what the....help

I just upgraded to a 1.2 gig athlon. I had a volcano 5 on it with my 600.
I tried the system with the volcano 5 and it ran at 52 degrees so I purchased a global win38 with a delta
damn thing is still at 52 degrees. I know it is not the the sensor as with the duron it reads at 39-41 degrees
any ideas I am stumped????
